The United States Marshals Service (USMS) is a federal law enforcement agency in the United States. In the 1960s the marshals were on the front lines of the civil rights movement, mainly providing protection to volunteers.

This stencil is suitable for hand painting. It is approximately 45mm tall and 123mm wide. The best way to apply it is to start in the middle and do each character at a time bending down the stencil as you go along to the edges.
You may be able to spray paint it but you need to ensure it is tight to the helmet.
