This is a German WW2 Officers Cap wreath template. It is of the 'open' type, in other words there is no cockade. This template would be used to make the 'open' wreath and a metal cockade would be added to finish the wreath.
The template was used by the craftsmen to hand weave the wreath, it would ensure accuracy and give the wreath some 'body' or fullness rather than just being flat. This item is 100% genuine WW2 and was made by the German company "Bürgt", who no longer exist.
