The Naval Historical Centre references indicate that cap ribbons were first noted in 1808. They were used with various designations until 1941 when regulations called for a "U.S. Navy" and "U.S. Naval Reserve" inscriptions.
Notice that the font varies between tallies, this is because we try and copy genuine ribbons and they had variations.
